You can't.

When you see Civiliains getting a ride in an F14 or, more commonly, with the Blue Angels (F18) or Thunderbirds (F16), these are what are called "media rides" and are reserved for celebrities, local news folks etc. However, don't lose hope.. there ARE a small number of civilian owned jets out there which might be available for rides.. just hit the web and start searching and have your check book ready.

It will be quite difficult to find an F-14 in operation currently. Since they have been recently retired from military service, there are few (if any) civilian operators, and the only military operator of the type is currently Iran...

Your best bet for finding a ride nearby would be at a local airshow. Usually the operators of warbirds (retired military planes) on display will offer rides for a hefty fee. Most often though, these will be in prop aircraft, and there are no guarantees, depending on which aircraft are present at any given air show.

If you can travel to Texas for the experience, the Collings Foundation (an aircraft restoration group) is running an F-4 flight training school, a two day experience which culminates in a ride in a vintage F-4 fighter jet. This may be more of the type of program you are looking for. Other groups provide similar programs with both props and jets, simulating air combat missions or simply flying. I was going to tell you to join the Navy. Although the Navy has quit using the F-14 Tomcat. You might instead check out airshow sites and see if they advertise rides. I can't say that I have seen any that use the F-14. But then again, I wasn't looking. good luck
