Aviation Safety Law for Pilot?

I am studying Aviation Law and I have a question regarding safety issue.
I tried to find the answer on faa.gov site but I could not find it.
If a part 121 probationary pilot had some flight performance issue reports from another captains and a chief pilot knew about those reports, is it legal if the chief pilot does not contact and communicate with a probationary pilot regarding his/her performance issue if the company manual says the chief pilot does not need to contact?
Or since these reports are about the performance issue and affect the safety of all the passengers and other flight crew members, it violates FAA/FAR safety regulations so that part 121 airline chief pilot has the obligation to contact that probationary pilot?
I believe this is clearly the violation of FAA/FAR safety since all the people on board of the flight is in danger. But if so, what code it violates?
There are so many FAA/FAR regulation code and I am completely lost.

If a pilot, probationary or not, was really to perform some action which really put an aircraft into danger, that would certainly come to the attention of at least the Fleet Captain for that aircraft type and, if serious enough, to the attention of the Chief Pilot. It would certainly be discussed with the pilot at a higher level.



However, most performance issues which might be raised with a probationer are more likely to be relatively minor matters of technique or compliance with company guidelines.



These might well be discussed with the Fleet Captain or a Check Captain, rather than the Chief Pilot.



Each airline will have its procedures for handling such situations, as you said, this airline did not require the intervention of the Chief Pilot, but rest assured, no airline would allow any pilot to perform in a way which endangers passengers or aircraft.



I am sorry, I can't point you at a specific FAA Regulation, I flew under an entirely different set of rules, but our procedures were similar.
