...white, no N #s or other markings
Two matching aircraft, large twin engine jets, cream over white with two blue stripes, no visible markings I could see. Probably 767s, not 777s.

Probably some kind of government aircraft used for "secret stuff." I’m a pilot, and many years ago, we had to park at a remote area of Dulles once, as our gate was occupied. Well, ground control taxied us and had our aircraft park close to one of these unmarked aircraft. We watched as that aircraft shutdown its engines, and was then swarmed by two or three Suburbans. Guys in suits got out, all with automatic weapons. This was some kind of a cargo plane, so up goes the cargo door... and here comes the forklift. The pallet was completely covered in a tarp-- and the armed guys were very serious. Our nose was pointed at all this, so the passengers probably saw nothing. The forklift went into a hangar, followed by the suburbans, never to be seen again. This happened very fast. By the time our gate was opened, and we turned, everyone was gone. I wonder was the cargo was? Kinda makes you go "HMMMM..."

I see these frequently at the many airports I visit. They are vanity charters. For the very wealthy, they will receive a paint job as part of the charter. Obama recently used one as did the Guitar Hero Tour.

The other possible is new planes purchased for an airline and are waiting to be flown to their painting location. Stick on numbers will be used for that flight.

Of course, in Washington, it could be your CIA or somesuch thing, but I doubt it.

They're likely to be Air Force VIP planes. If the Secretary of Mumbo-Jumbo has to go to Tahiti for a confrerence, the AF spools up one of those puppies.

Could be foreign diplomats or dignitaries -

At IAD, that can be expected -

These airplanes often do not advertise their "VIP" status -

Such as "shoot me down" -

Call signs often do not make much sense either -
