The US Navy's F-14s are NOT being scrapped and they are NOT headed for service as target drones. They have been retired from service and are headed for preservation and storage at Davis-Monthan AFB in Arizona.

F-14s are too expensive to operate to serve as drones, particularly since there are plenty of F-4s still available for conversion to QF-4 configuration. Additionally, there are purpose built target drones such as the venerable Ryan AQM/BQM/MQM-34 Firebee family, the Northrop BQM-74 Chukar, the BQM-107 Streaker, and the BQM-167 Skeeter.

And no, they will not be available for sale to civilians.
